CHAPTER 1
INTRODUCTION

Habits traffic is increasingly alarming. The level of awareness among road users on the importance of safety is minimal especially among teenagers, is evident from the high number of traffic accidents are mostly experienced by school children / adolescents. Teens today do not understand most of the traffic ethics, about driving on the highway which is able to support the safety and comfort of driving on the highway. Students or teenagers prefer driving at high speed and reckless driving are - inconsiderate. Behavior that causes many traffic accidents.
Moreover, the number of users of motor vehicles from year to year increases, especially now many school children who use motor vehicles to go to school. Motor vehicles are now not the stuff that can only be purchased by people who have a lot of money or rich people, but has become the stuff everyone easily afford. For those vehicles can facilitate and help all their activities. Especially for school children will simplify and speed their way to school. But it is unfortunate that most of the teens do not understand traffic ethics, that the teens know just riding a motorcycle without regard to ethics when on the road. The teens drive with their own way without any sense of honor or succumbing other riders. The teenagers figuring out how to at school quickly.

With the basis of that, we want to know the answer, so we are interested in doing research with the title "The Importance of Awareness Students SMAN.2 Padangsidimpuan, SMAN.3 Padangsidimpuan, SMAN.4 Padangsidimpuan, SMKN.2 Padangsidimpuan and SAMS. Nurul Ilmi Padangsidimpuan in traffic discipline in the city Padangsidimpuan ".

2. Problem Formulation
Based on the background described above, then the problem can be formulated as follows.
a. What is the effect so that teens often violate traffic?
b. How do police agencies attempt to overcome the number of accidents and improve traffic safety and order in the city Padangsidimpuan?

3. Research Objectives
In accordance with the formulation of the research problem, the purpose of this study is as follows.
a. To determine the level of awareness of the youth in the city traffic Padangsidimpuan
b. To determine the impact and cause of the lack of awareness in traffic

4. Benefits of Research
The findings of this study are expected to provide awareness to the public especially students Padangsidimpuan city in improving and maintaining security and order in the city Padangsidimpuan traffic, as well as to create the nation's youth generation is insightful and observant in obeying traffic rules. Thus, it can cope with the number of accidents in the city Padangsidimpuan.

CHAPTER II

THEORY STUDY

f. Discipline in driving

Disorders in adolescence generally appear in the form of juvenile delinquency such as drug abuse, fights, and a violation of a conflict between adolescents with other parties (Jersild, 1978, p. 3-20) Research Fatnanta (in Wismantono, 1994, h.6) shows that violation of traffic rules in general are teenagers and are usually in the form of hair-offense disobeying traffic signs, not using safety helmets, do not take driver's license or vehicle registration, grab the red light, and the lack of completeness vehicles speeding on the highway. Women tend to be passive in accordance with the nature of her femininity. h. Adolescent attitudes about compliance of traffic rules

i. Ticket and program effectiveness
            Direct action (ticketed) imposed on perpetrators of violations in the road can be used as a warning to road users who want to try for a foul. The program is expected to be ticketed effective program that can be used as a learning process in order to realize the attitude of traffic rules on the road. Ticketed programs can actually apply to anyone as road users, but especially for teenagers who are youthful, and high-spirited ambition and sometimes have more courage than the adult road users. Teens as young future generation deserves to be taught discipline and adherence to procedures tertip traffic. If they do then the offense can not be left alone, and needs to be taken. Effectiveness ticketed programs can improve adherence to traffic rules. Effectiveness can be defined as the ability or capacity to achieve the objectives that have been formulated precisely (Handoko T.Hani, 1986).
Effectiveness ticketed program is an effort of the Department of transportation in cooperation with the police to conduct a series of efforts and activities aimed at creating road safety, in order to reduce the number of accidents on the highway.
With the application of a ticket will be a learning program for offenders not to repeat their mistakes. In the event of minor violations, such as against the current, breaking traffic lights, and left alone without action, usually the driver will always do the same thing. They will continue to violate, because they think it is okay to do because there is no action against the officer.
e. Forms of traffic violations that occur
According to experts, the forms of traffic violations including the following:
1. Use the road in a way that could hinder or endanger traffic safety order or that may cause damage to the roads.
2. Driving a motor vehicle which can not show a driver's license (SIM), vehicle registration, Vehicle Test Certificate (STUJ) legal or other evidence as provided by law or to show but the validity period has expired.

4. Does not comply with laws and regulations concerning road traffic numbering, lighting, tools, equipment, vehicle loading and coupling terms with another vehicle.
5. Let the motor vehicle is on the road without the vehicle license plate number sign legitimate, according to the letter of the relevant vehicle numbers.
6. Violation of orders given by the traffic control officer, signs or markings on the surface of the road.

CHAPTER III
RESEARCH

D. The time and place of study
The study, titled "The Importance of Youth Awareness in Cross City Padangsidimpuan Passed" was conducted from October 5, 2012 to October 27, 2012, and one of them housed in Padangsidimpuan City Police Office.

E. Population and Sample
1. Population
Population is a group of people, objects, or objects that have certain characteristics and a source of sampling. In this study population includes several high schools in the city Padangsidimpuan represented by ten students who are representatives of each school, and a police officer part Satlantas Padangsidimpuan City.
2. Samples

SMAN. 2: 5 people
SMAN. 3: 5 people
SMAN. 4: 5 people
SMK. 2: 5 people
SAMS. Nurul ILMI: 5 people

F. Research Methods
The method used in this fieldwork is a qualitative method, the method in this study kualiatif done by:
1. Field observations
2. Data Collection
3. Interview
4. Research Library (Research Library) and the Internet
5. Documentation

1. Field observations
Direct observation done by visiting the highway, the police station in the city of Padangsidimpuan.
The tools and materials to perform the work procedures to be performed in the direct observation are as follows:
1. Blackberry Gemini

2. Data Collection
The data was collected by distributing anget to students at City Padangsidimpuan to strengthen the evidence in making this scientific work.

3. Interview
Is a question and answer interview between two or more people with the intent to collect information in the form of fact or opinion of a person for a particular purpose. In this study, we interviewed Mr.. Daulat Muhammad Zen Harahap, which is a KBO. SAT SO Padangsidimpuan City.
4. Research Library (Research Library) and the Internet
Library study conducted  retrieve data from related books about teens and traffic as well as visiting the websites providing information on traffic.

CHAPTER IV
RESULTS AND DISCUSSION

c. Results
Before taking action, we must first make observations through observations made by way of directly observing the activity Padangsidimpuan  in the city and of the apparently most of observation do a lot of traffic violations that cause a lack of awareness in traffic, which can cause the numbers teen accidents is increasing.
Subsequent observations done by distributing questionnaires to some high school students / equivalent in Padangsidimpuan City. Of the questions contained in the questionnaire Padangsidimpuan teenage high school in the city most know about traffic and traffic rules but lack of awareness leads to traffic violations. Of 25 questionnaires were distributed showing 76% who answered "YES", 8% who answered "NO", and 16% who answered "SOMETIMES".
d. Discussion
Based on the observation that we have done it turns out some of the students in SMAN.2 Padangsidimpuan, SMAN.3 Padangsidimpuan, SMAN.4 Padangsidimpuan, SMKN.2 Padangsidimpuan and SMAS.NURUL ILMI Padangsidimpuan mostly doing a lot of traffic violations that cause a lack of awareness on her itself.

Nurul ILMI Padangsidimpun still doing most of the violations lntas which can lead to traffic accidents.
Based on the questionnaire distributed to students in SMAN.2 Padangsidimpuan, SMAN.3 Padangsidimpuan, SMAN.4 Padangsidimpuan, SMKN.2 Padangsidimpuan, and SAMS. Nurul ILMI Padangsidimpuan. Of questions contained in the questionnaire teen high school / equivalent in most of the city Padangsidimpuan know about traffic and traffic rules but lack of awareness leads to traffic violations. When presented showed 76% of the focus groups know, 8% do not know, and 16% choose sometimes.

Lack of awareness in the may cause some impacts and causes including the following.
1. Impact of Traffic Violations
Course of the problems that occurred in traffic conditions in Indonesia has caused many problems especially regarding traffic issues. These problems, such as:
1.) The high number of traffic accidents at intersections either traffic lights or on the highway;
2.) Safety of motorists and pedestrians to be threatened;
3.) Traffic jams result from the people who are reluctant to walk or bike harness;
4.) Habit of violating traffic rules commonly became culturally against the rules.

      2. The Causes Traffic Violations
       Indonesi almost every day in an accident caused by driver error, either a single accident to pileup. This could have occurred due to negligence of the driver of the vehicle does not comply with the traffic rules that already exist for the safety, smoothness, and traffic safety. Therefore, please note why in Indonesia would respect the level of awareness of traffic regulations still relatively some things that might cause awareness obey traffic rules:
1. The lack of knowledge about, , markings and traffic signs
     Not all vehicle drivers understand and know the traffic rules, the meaning of the signs, and traffic signs. The cause is the lack of awareness to figure out the meaning of markings and traffic signs added at the time of obtaining driver's license exam, they prefer to get a driver's license with an instant rather than follow the whole procedure.
2. From small are used to seeing people breaking traffic or even their own parents
    This condition is very ironic when a child later imitate their parents, if the parents are against the rules, it is likely that the child violated.
3. Only obedient when there are police patrols or through the police post
     It also became a habit most people Indonesia. We take an example, a driver will not break the traffic when there is a policeman on the current set of traffic at an intersection or a police officer on duty at the post near the intersection. But if there is no police, he could immediately step on the gas.
4. Distort the expression
     Sring we hear, "rules are made to be broken." This is very misleading. But somehow this phrase so embedded in the heart of Indonesia, so it wanted to implement it. Hopefully, this expression is not used when running the appropriate religious worship.
5. Not thinking about the safety of self or others
     Government has required some driver safety standards as required when driving the vehicle safety belt to install 4 wheels and the driver must wear a helmet, rear view mirror still attached, and turn on the lights during the day for the wheels 2. There are many examples of other safety standards, but why implement lazy driver?
6. Breaking with a variety of reasons

7. Could be "peaceful" when speeding ticket

Because the lack of awareness among young people in traffic is one of the causes of traffic accidents.


B. Suggestion
a. For Readers and youth of the nation especially in City Padangsidimpuan
We suggest to the reader, especially the youth of the nation. Let us participate together comply with and implement the traffic rules that have been made by the government. In order to create safety and order in road traffic and cope with or reduce the number of traffic accidents are on the rise in City Padangsidimpuan with our own consciousness. Use it and make use of the road as possible and do not just blame the security officers also police if something goes wrong, because it all would not have happened if we realize the importance of salvation and order traffic abide by traffic rules.
e. For Police
We suggest to let the police be heightened security and traffic arrangements. In order to increase the awareness in the community, especially young people-traffic, by nurturing and socialization programs to provide insight and knowledge to the community, especially the youth about the traffic and the traffic rules because accidents always begins with traffic violations resulting from the lack of public awareness and the youth the importance of safety. So in other words, the community and the youth aware of the traffic order when the traffic policeman is always maintained. And the officers shall also have to be wise, not to eliminate the image of the police as protectors and protectors of the people.
f. For the Government
For the Ministry of Transportation and especially its government's Ministry of Public Works we suggest should lebi coordinating traffic officer to address the rampant traffic accidents that occurred recently.  viable infrastructure for traffic. like holes in the road, making traffic signs in vulnerable places and so forth.
